Establishing a risk strategy for managing drought can pay tremendous dividends during times of uncertainty. A risk strategy starts with goals and objectives and a plan of action for using available resources to achieve those goals and objectives. The severity of droughts vary widely in intensity, length of time, and geographic scope.
