FILTER OK records that an alternative can be decided at the screening step without deeper analysis. It is not a score, not a ranking, and not a statement that the alternative is the right one. An extreme cost rating requires deeper analysis on its own, and a high failure consequence requires deeper analysis, specialist review, or both; neither qualifies for Filter OK. More than three conditional ratings in a single row also calls for further analysis …
