THE RISK SCENARIO PLANNING (RSP) Tool is a partial budgeting tool with sections for added and reduced costs and returns. Its analysis section sets it apart: a user enters minimum, most likely, and maximum values for one or two uncertain variables and sees the range of net benefits those values produce.
